By March 1987, tram services had had six months in which to adapt to the major changes brought about in October 1986. Trams had been removed from much of central Frankfurt, but line 11, running through the Altstadt, had survived as a result of massive public pressure on the city authorities, both its political leaders and transport managers. Bu 1987 it was posible to reach central Franhfurt from Industriehof entirely in tunnel, and trams were no longer to be seen on Bockenheimer Landstrasse, at Opernplatz, Goetheplatz and Hauptwache. Tracks had been realigned at Bockenheimer Warte as the area around the famous watchtower was redeveloped and at the outer end of the new underground line a start had been made on upgrading the remaining surface alignments by equipping the Hausen branch, cut back from Praunheim, with high-level platforms.

The new city centre terminus for line 12 at Konstablerwache (Grosee Friedberger Strasse) was now in operation and a newly-designed tram station had been opened at Zoologischer Garten. Pending further expansion of the new underground line eastwards, and the aim was to use tram services from the eastern suburbs as feeders to the new underground line at the Zoo. It was expected to be only a matter of time before the new network changed traffic patterns and by cutting off its lifeblood, allow line 11, the last tram route through the city centre, to be closed.

Although the underground has subsequently been expanded beyond Zoo, 1986 was to become a watershed in the tramway's history and the policy of retrenchment was withdrawn if not entirely reversed. A period of stability was being entered and the next casualty was not until 1992 when the lightly-used Bergen branch was closed as a consequence of the upgrading of the line to Enkheim.
